Abstract:

Today, human service agencies face an extended period of continuing cuts in resources, with little likelihood of replacement. Effective planning, targeting cutbacks, and the appropriate involvement of staff and lay leadership can help agencies assure program quality while protecting their reputation for fairness and straight dealing.
