Abstract:
Sovereignty is not merely a question of national rights, and a sovereign state, especially one with alliances and commitments in much of the world, cannot abandon its position under fire without paying a heavy cost for doing so. The pride we take in independence presumes that we have the seriousness to contend with the consequences of our own national decisions.
