Four years after landing, it's clear Hurricane Katrina wrought both coastal destruction and governmental dysfunction. Speaking Aug. 27 at City Hall in Bay St. Louis, Miss., Richard P. Nathan and Marc Landy recommended an improved response to megadisasters, starting with allowing the president to appoint an officer-in-charge to steer recovery. Former Gov. William F. Winter led the event.
