Abstract:
Cash & Counseling is a program that offers Medicaid consumers who have disabilities more choices about how to get help at home by providing the option to manage a flexible budget and decide for themselves what mix of goods and services will best meet their personal care needs. Funded jointly by the Robert Wood Johnson Foundation (RWJF) and the U.S. Department of Health and Human Services, Cash & Counseling was first launched as a demonstration project in Arkansas, Florida and New Jersey. This publication offers a description of the option, key findings from the three-state demonstration, and preliminary information about the program's expansion into more states.
