Abstract:
Since its inception in 1970, the Title X family planning program has helped create and support a network of thousands of public and private nonprofit clinics across the United States. These clinics together provide subsidized family planning services to millions of young and low-income women and men who otherwise would not have access to this care. Although Title X no longer provides the largest share of public dollars for family planning, it remains central to the nation's family planning effort. Title X funds support basic clinic activities, including clinical care, infrastructure, education and outreach, providing a critical source of payment for clients with neither public nor private health insurance, and subsidizing client costs for which the largest payer, Medicaid, does not fully reimburse.
