Abstract:
In the 1980's, federal and state governments developed initiatives to expand Medicaid-covered prenatal, delivery and postpartum care to low-income women who were nonetheless ineligible for regular Medicaid coverage. Building on these efforts, several states in recent years have obtained permission from the federal government to expand eligibility for Medicaid-covered family planning services.
