Abstract:
This is the first in a series of strategy papers by ENOUGH that will explore the complex situation in the Horn of Africa. The series will examine the human rights crises in Somalia and the Ogaden, the damaging standoff between Ethiopia and Eritrea, and the roles that terrorist organizations and U.S. counter-terrorism policy play in the region. There are widely divergent views on how to interpret the facts on the ground. We hope that this series will provide readers with the chance to look at different sides of this spiraling regional crisis, and we hope that our suggestions for action will help shed some light on the way forward.
