Abstract:
Launched in 2007, the Shifting Gears Initiative was created to make existing education and skill-development programs for low-skilled adults more effective. This paper explains that as the Shifting Gears teams began to analyze their own data systems, it became clear that more and better data is necessary to achieve a fuller understanding of the needs and outcomes of low-skilled workers in skill-development programs.
