Re-Drawing Lines includes a comprehensive review of Senate Constitutional Amendment 3 (SCA 3), currently before the California State Legislature, and a significantly revised ballot initiative submitted for title and summary by Ted Costa. The report compares both measures to public interest goals and concludes that partisan fairness, public participation and transparency would be improved by placing control of California redistricting in the hands of an independent commission. Re-Drawing Lines is designed to inform policy makers of the strengths of the two reform proposals and potential public interest improvements that would enhance each.
