The Center for Governmental Studies just published In the Dead of the Night: How Midnight Legislation Weakened California's Campaign Finance Laws, and How to Strengthen Them, the first comprehensive analysis of California's Proposition 34. This report details the history of California's campaign finance law, focusing especially on how Proposition 34, put on the ballot by the legislature during a midnight session, has undercut many of the stronger laws passed by voters in 1996's Proposition 208. It also contains a number of specific recommendations for improving California's campaign finance system.
