Abstract:
NEDLC pioneered the early care and education impact model, which serves as a catalyst for systemic change to increase investments and strengthen the formal early care and education industry. On July 25 and 26 of 2005, NEDLC brought together, for the first time, leaders from across the country who partnered with NEDLC to implement the model. This report is based on the convening discussion and reflects participants' insights and ideas. The first three sections lay out the necessary ingredients for change--clear policy agendas, effective messaging, and engagement from new partners. The last section suggests ways that state and national leaders can build on their individual momentum to create a national initiative.
