Abstract:

Perhaps the need for coalition was not so apparent, or we were too timid or too preoccupied with the day-to-day management and delivery of services. But increasingly we were being criticized for our isolation by our local community relations council, by our state representatives, board members, and other leaders in the community. Meanwhile the need for interaction with the public sector grew.
