Most information in this report covers annual periods from 1991 to 2005. Where annual comparisons are not being made, Public Citizen's analysis covers the entire period of the database, e.g., 1990 to 2005. The index used for inflation adjustments in this report is the Medical Care Services series of the Consumer Price Index - All Urban Consumers, as reported by the U.S. Department of Labor Bureau of Labor Statistics.
