Abstract:
Illinois was called the "Wild West" of campaign finance among the states because it was so unregulated in the 1990s. Cries for reform fell on deaf ears until Paul Simon and others pushed the legislature to enact reforms in 1998. A new state senator, Barack Obama, was a part of that effort as well.
