Abstract:
Rochester Safe Start, a federal demonstration project, hired CGR to update a 2000 report on violence affecting young children. CGR found data on crime, police service calls, domestic violence calls to Lifeline, and reports of child abuse and neglect offered a conflicting and unclear picture of the trends in violence affecting children.
CGR found many of the same problems uncovered in the 2000 report, including loose connections among agencies serving children exposed to violence, inconsistent and sometimes duplicative tracking of these children, and information missing from data systems that is sometimes only available from paper records.
