Abstract:
The exurban community of Geneseo, NY, is caught in a debate between residents who want to maintain neighborhood-scale, locally-owned retail concentrated in a village setting and residents who see benefit in becoming a market center for the surrounding area and welcome larger-scale retail development. CGR was engaged by the town to develop an independent assessment of the net fiscal and economic impacts of a proposed Lowe's Home Improvement store.
