Abstract:
Questions how fast government and government spending should grow in light of a national economic downturn. Explains how the Washington's structural deficit virtually ensures revenue problems will remain even when the national economy flourishes. Concludes with a proposal for restructuring the state tax system to better fund public services and maintain state infrastructure.
