Abstract:
Focuses on the importance of quality early learning and care programs, and finds that they are dependent on the consistency and educational achievement of child care staff. Recommends expanding the Basic Health Plan to make affordable health care insurance available to child care workers to retain experienced staff and keep child care affordable for parents.
