Explains the wage-based work and skill development programs that make up Washington's Community Jobs program, designed to promote employment among those who have little or no work experience. Analyzes qualitative and quantitative data, and makes recommendations based on both the Community Jobs program and the transitional jobs model of work, training, and support to advance low-income workers.
