Abstract:

Legislation reauthorizing funding for the Legal Services Corporation should contain language that clearly discourages all of its affiliated attorneys from defending convicted drug dealers and known users in eviction cases. This would aid in realizing the goal of drug-free public housing. Congress also should back Kemp’s initiatives to empower tenants of public housing, transferring, wherever feasible, management, and, better still, ownership of the projects to them.
