Abstract:
Giving residents of public housing greater choice in the running of their projects has worked wherever it has been tried, benefitting the poorest of the poor. It can and ought to work on a much larger scale. If lawmakers are truly on the side of public housing tenants rather than public housing bureaucracies, Congress will see Perestroika as a way for tenants to escape despair.
