Abstract:
What the U.S. government can offer Cuba is the opportunity to sell its goods in an open U.S. market. After the fall of Cuban communism, the U.S. should lift its economic embargo and restare most favored nation status. And when the new Cuban government stabilizes its economy, the U.S. should begin negotiations for a free trade area to make Cuba truly a part of the Western Hemisphere community of politically and economically free nations.
