Abstract:

By exerting their enormous political and economic influence on these countries, the U.S. and Europe’s democratic powers can push these countries to complete their revolutions peacefully. To do so, they should condition economic assistance to the Balkans on progress toward democratic and economic reform; increase assistance to democratic forces; use the Conference on Security and Cooperation in Europe to highlight abuses by Balkan regimes; and support self determination for the Yugoslav republics.
