Abstract:
The Bush Administration’s civil rights and individual opportunities package is the first step of a promising new strategy designed not only to better ensure equality of opportunity, but to assist those who are excluded from such opportunities. The Administration’s decision can determine in large part whether the most disadvantaged members of society are allowed to participate fully and equally in the American Dream, or if America will become a land of competing racial groups vying for legal advantage.
