This year, as usual, the United States will contribute nearly $1 billion to support United Nations activities. It might seem that the preeminent role of U.S. funding at the U.N. would give the U.S. substantial leverage to influence U.N. budgets, policies, and programs. But this presumption is belied by the evidence of more than a decade.
