Abstract:
Jeane Kirkpatrick has demonstrated that the U.S. need not always be defeated at the U.N. nor always on the defensive. Whether Kirkpatrick's legacy continues will depend to a great extent on the actions of her successor. He would be wise to maintain the momentum that she started. But he could go beyond this, using his office and his prominence in the Reagan Cabinet to focus attention on much-needed structural reform of the U.N. system.
