Abstract:
Reagan's constructive engagement is a sensible diplomatic strategy aimed at eroding apartheid. This should be bolstered through a strategy of investment leverage. By recognizing that strong economic growth, not disinvestment, will undermine apartheid and strengthen non-Afrikaner economic power while weakening Afrikaner political power, the U.S. would encourage gradual, but peaceful and irreversible, change.
