To be sure, racial reform in South Africa is fundamentally a domestic question, to be resolved by South Africans themselves. Overt foreign pressure for reform typically has had the effect of strengthening South Africa's anti-reform sentiments. On the other hand, the U.S. cannot ignore the situation.
