Access to affordable care is being compromised for millions of Americans. To address the medical malpractice crisis in a way that reflects their particular circumstances, state legislators can choose from a menu of reform options, including early offer, patient indemnity insurance, and special health courts. The best solutions will enhance patients' rights while curbing the system's current excesses.
