Abstract:
After five years, reorganization of the Directorate for Science and Technology is unfinished business that the Department of Homeland Security can no longer ignore. The S and T mission needs to become more focused, and the directorate needs to learn to partner better with other agencies and international partners and to manage its assets and resources better.
