No Child Left Behind was the largest federal intrusion into K-12 education since creation of the Department of Education, and federally driven testing requirements cannot replace an educational marketplace in which schools are accountable to parents. Letting the states exercise freedom in education policymaking would cut red tape, restore federalism, and allow for true local accountability.
