Abstract:
The February 13, 2007, Six-Party Talks agreement has established a framework broad enough for North Korea to make progress on human rights if it so desires. Through this process, Pyongyang can come clean on its abduction of Japanese citizens. However, North Korea has taken no steps to improve its abysmal human rights record.
