Abstract:
Long-term U.S. government purchase agreements to buy oil from shale for the Strategic Petroleum Reserve under the Energy Policy Act of 2005 could mitigate historic market risk, eliminate the national security risk of foreign oil import beneficiaries, and make the U.S. 80 percent reliant on North American oil and 20 percent dependent on foreign oil.
