Some analysts have posited that net neutrality, or the prohibition of providers' blocking or throttling legal content on their networks, will have the unintended consequence of forcing providers to introduce usage-based pricing to cope with increasing traffic. This policy brief analyzes why such a radical, industry-wide switch is unlikely.
