Abstract:
Congress should (1) reform Title I of No Child Left Behind to return to the original student-centered goal of compensatory education; (2) streamline the funding formula to use a simple per-pupil allocation to improve transparency; and (3) allow states to implement simplified student-centered funding that provides aid more directly to students, thereby allowing greater portability and school choice.
