Abstract:
The North Atlantic Treaty Organization (NATO) faces diverse threats, such as terrorism, proliferation, and the consequences of failed states. NATO must sharpen its focus on what those threats are and how to respond to them. Europe must understand that prosperity and democracy are intimately linked to an investment in defense.
