Abstract:
The controversy surrounding the Lisbon Treaty should be viewed as a warning. It must be very clear on both sides of the Atlantic that NATO must maintain its primacy in European defense and must have the right of first refusal over the European Security and Defense Policy for all military operations involving European countries.
