Abstract:
This presentation to the National Association of Child Care Resource and Referral Agencies on March 5, 2003, discusses what has happened to child care spending as states implemented the 1996 welfare and child care laws; what the additional funding accomplished; and how the situation has changed since 2001. In addition, it addresses the key pending reauthorization proposals for child care and welfare legislation and the tax/budget context in which Congress will make child care funding decisions.
