Abstract:

This rationale presents research on state child care subsidy systems and how stable, quality care promotes babiesÂ’ and toddlersÂ’ healthy development. As part of the Charting Progress for Babies in Child Care project, this rationale supports the Policy FrameworkÂ’s Recommendation #14: Promote stable, quality care for babies and toddlers through subsidy policy.
