Abstract:
Translates legislative language into an easy-to-read format and provides an important resource tool on all elements of the new block grant (TANF) that replaces the Aid to Families with Dependent Children (AFDC). Includes detailed descriptions of the funding structure, federal time-limits, state spending restrictions, federal oversight of state plans, work requirements, waivers, services by charitable, religious or private organizations, implementation dates, and other aspects of the TANF block grant.
