Abstract:

This article, which appeared in the Summer 2004 issue of Focus, published by the University of Wisconsin-Madison, Institute for Research on Poverty, identifies barriers to social services integration. The National Governors Association, Hudson Institute, and CLASP initiated a project to examine several key areas in which states wanted to promote service integration and then identify legal issues and potential legal barriers to such integration. As part of the project, the authors developed a set of joint recommendations for federal action legislative, regulatory, and administrativeto support state and local service integration efforts.
