Abstract:
These comments were submitted to the Office of Postsecondary Education, U.S. Department of Education, regarding the recommendations for reauthorization of the Higher Education Act (HEA). The recommendations are organized around four goals: 1) to help low-income students balance work, family, and school; 2) to help low-income students by meeting a higher share of their financial need; 3) to increase access and persistence in postsecondary by low-income youth and adults; and 4) to recognize the critical workforce development role played by postsecondary institutions by promoting innovation in program content and delivery.
