This policy paper, part of the Head Start Series, describes changes in Head Start teacher qualifications in light of recent policy history and assesses whether states and higher education systems are prepared for a major policy change requiring more teachers to have a B.A. It presents both relevant research and federal data from Head Start Program Information Reports (PIR) from 2002-2003.
