Identifies strategies states can use to tailor their standard child support practices to fathers with limited ability to pay. These strategies emphasize the importance of encouraging regular child support payments whenever possible, even if those payments are small. The paper covers issues such as pass-through, managing uncollectible arrearages, recognizing two-parent families, and expanding case management.
