A slide presentation by Rutledge Q. Hutson outlines how federal TANF and state maintenance of effort (MOE) funds can and can't be used in the child welfare arena — applying the general TANF/MOE spending rules (described in more detail in other CLASP publications) in the child welfare context and paying particular attention to appropriations rules that come into play when TANF/MOE funds are used in conjunction with other federally funded programs. The outline helps highlight the key items to consider in the use of welfare funds to enhance child welfare services.
