Abstract:
This testimony, before the House Subcommittee on Human Resources, Committee on Ways and Means, on May 22, 2001, reviews what states are doing to promote the family formation goals of the 1996 welfare law (The Personal Responsibility and Work Opportunity Reconciliation Act). It describes the activities many states are undertaking, using TANF funds, to prevent out-of-wedlock births and strengthen two-parent families and marriage. It also includes recommendations for next steps and central questions for the reauthorization debate regarding marriage and family formation.
