Abstract:

As communities rebuild in the wake of hurricanes Katrina and Rita, it is critical that local residents have access to the jobs created. CLASP offers specific recommendations to policymakers, program administrators, and advocates to ensure that recovery efforts bolster the skills and circumstances of low-wage workers, and help families and communities emerge stronger than they were before the floodwaters rose.
