Abstract:

As a major source of health coverage for low-income women of childbearing age, the Medicaid program plays an important role financing family planning services and supplies for millions of women. In recent years, policy changes at both the state and federal level including the growth of managed care, increases in the number of faith based managed care plans and new programs such as the family planning waivers have begun to alter the financing and delivery of family planning services under Medicaid.

To better understand how family planning services operate under Medicaid, the Henry J. Kaiser Family Foundation contracted with Health Systems Research, Inc. to conduct a comprehensive survey on access to family planning services in the 50 states and the District of Columbia.
