Abstract:

An analysis of the latest government data on Medicaid spending finds moderate growth for a third successive year and likely acceleration in future years. Some factors that are likely to contribute to future growth include prescription drug utilization and cost, composition of the Medicaid population, use of "upper payment limit" financing mechanisms, general health care inflation, and expanded home and community-based health services.
