Abstract:
The Homeland Security Act of 2002 (P.L. 107-296) made the new Department of Homeland Security (DHS) responsible for providing assistance to state and local governments to ensure adequate preparedness for all disasters, including terrorist attacks. Several federal entities administering preparedness programs have been transferred to the new department.
